Definition of offensive counterintelligence operation

A counterintelligence activity conducted to support Department of Defense and national intelligence, operational, and contingency requirements, using a formally-recruited asset or notional persona, to develop information on, and provide information, materials, or equipment to, a foreign intelligence entity to penetrate the foreign intelligence entity or exploit, disrupt, or manipulate the target in order to counter terrorism, espionage, or other clandestine intelligence activities that threaten the security of the Department of Defense or the United States.
